The countries of Central and Eastern Europe are currently in the process of consolidating pluralist democracies and market economies, on the path from post-communist transition to EU accession. In these states in transition, where state socialism once implied the absence of checks and balances between state and society, lack of public transparency and the existence of well-entrenched informal networks, corruption and organised crime are of great concern. On the other hand, with norm setting form the outside, based on the conditionality of becoming EU member states, and time pressure of the upcoming EU accession as a driving force, no other world region can match the intensity of anti-corruption programs by international organisations and financial institutions."
